Spartanburg to honor first Black Mayor for Black History Month.

The City of Spartanburg will be honoring James E. Talley, the first Black Mayor of Spartanburg, as part of their Black History Month celebrations. Talley was elected as one of the first Black council members for the City of Spartanburg in 1982 and served as Mayor Pro Tem for 6 months. He went on to win the mayoral election in May of 1993 and remains an active community leader and advocate for Spartanburg.
